The chrome tip is welded to the middle ring (one spot at the top back which you can just about see at the 12 o'clock position and one spot at the front inside lip), as are the two parts of the clamp....

Assuming that they are all fitted the same way, then yes, you can remove them, and WD40 will be very useful.

If you look at this first photo, this is what the exhaust tip looks from the back....
