Is it in fact just a push fit?
The chrome tip is welded to the middle ring (one spot at the top back which you can just about see at the 12 o'clock position and one spot at the front inside lip), as are the two parts of the clamp.

From the shape of the inner ring, I was thinking that it was to allow for better alignment of the exhaust tip.
