Thanks HP sauce. I had a look yesterday. The top section of the backrest cover pops off with trim levers, it is held by 4 sping clips the same as the boot lid liner. After that, I can raise the headrest fully and touch behind where the strip sits but sadly not see it, but I can feel that there is more 1/2 inch of padding between the strip's gubbins and the back, so back entry not possible.

So I poked a thin screwdriver in the holes in the leather and can feel there is a wire rod set back like you say more or less in line with the holes. Maybe I will pump in some hot glue and then push in the plastic strip and hope it all 'binds' together with a lump of hot glue.
