Well, I checked mine and it was most definately OFF. No doubt it has been off for the cars entire life (up to now) as it looks very unlikely to have moved from ON to OFF on its own. Also, why would anyone turn it to OFF when they might need it to save their bacon when overtaking or whatever.
Quite good really as it seems to indicate a lack of thrashing in the cars past.
