The bumper comes off, you screw in special pins in bumper shock absorber bolt places and the whole front panel with radiators moves about 3-4 inches to allow better access to front of engine.
On the D2 I would say it's possible as I have done cambelts several times without moving it in service position. On 2.5tdi A6 C5 it's too tight so it needs to go in service position but I have done it so many times it's very easy and not really an issue now but first time was a bit intimidating. I do not have the special pins so I just used bumper bolts with some 12 or 15 mm plumbing copper tube over them.
On D3 looking at my 4.2TDI I wod say it needs to go in service position but I have not looked at petrol 4.2 in detail so cannot comment.
