Default Fuel Filter

It has always struck me as strange that the fuel (petrol) filter is not included in the servicing requirements. I mean, if a filter is fitted its because someone envisages a requirement to protect against foriegn material in the fuel. As i recently replaced mine (to rule it out of a problem I was having) I thought I might as well examine the filter. So i cut it open. As you can see from the photos there is significant disclouration to the filter material on the input side. On the later photos I cut the filter paper in two to contrast the input side against the output side. Clearly it has over 100k miles been taking some dark contaminants out of the fuel. So why not include it in the service schedule?
