I would say it's technically impossible to make a red-filtered light appear amber. The filter appears red because it passes red light and blocks all other colours. Even pure white light, which contains every colour of the rainbow, will be reduced to red after passing through the filter, so I don't see how individual colours will behave any differently. However, it might be possible to 'overwhelm' the filter with a very bright amber LED and achieve a little 'amber-ness' (ambernicity?).
