In my experience, a decent dealer will diagnose and quote for a repair job for free as long as you then agree to go ahead with the repair afterwards.
Obviously if you don't proceed with the work, they will charge for the time spent on diagnosis which would often be an hours labour.
I think this is quite fair and works well for me.
