There is no off button next to the handbreak.
You could possibly disable it via coding or adaptation.

Can't talk for an A3(?) but the button you have pictured is the stop-start function which is different, as indeed is the symbol on it.
On a D4 the auto-hold switch is located next to the EPB switch - as per the pic above. The stop-start disable is higher on the dash near the hazard warning switch.
