Another vote for Photoshop CS2 I do a lot of photography and this is what I use. I also use Flickr for sharing pics with others

Here is an example of the changes you can achieve in Photoshop

Finally: gone, but not forgotten.....
1998 D2 PF S8. AgateGrey/Platinum. Every option (I think) except electric rear seats, tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course. (internal dimming mirror added later)

And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!

Apart from the number plate wipe, you can manage that in Picasa and it's much more user friendly.

I'd suggest trying both and see what you think.. Flickr is just a photo sharing website, CS2 is just photo editing software, Picasa does both in one, though you do need a google account.

ahh but in the last one, photoshop provided a sniper to shoot the photographer, and he is actually in the ditch.....

I'd go down the Picassa route. You get pretty much everything you need. It also has the best photo viewer I've seen. Fast and intuitive.
The editor is sufficient for most basic stuff, and should you want to explore your inner artist, go for a FREE copy of Photoshop CS2. It's truly brilliant - flawed too, but then all the serious editing stuff is a bit flaky.
A photoshop plus is the amazing amount of help available online. Anything you want to achieve, someone has done it and then posted how to do it

^^ What he said

Photoshop is the business, been using it for far too long on and off, and CS2 is good, but way overpowered for most folks needs.
