Minimum requirement for rear fogs at type approval is for one to be positioned on the offside of the vehicle, dependant on the side of the road/market on which the vehicle is designed to be driven.

Perfectly legal (and used to be common) to have x2 rear fogs, but manufacturers will take cost out of a vehicle where they can which is why 1 is more commonplace now.

Vienna convention means you don't need to do anything different as a visitor if your home market demands something different to the UK, so it only becomes an issue if you're trying to register a LHD import in the UK.....

IIRC, I'm pretty sure that there are 3 Torx screws, so that is probably what you're missing

Current mods: solar sun roof, 20mm rear spacers, 15 mm on front, red brembo callipers, 6k headlights, rear view camera, engine remap, alloy dash dial rings, alloy navi rings, tt/phaeton pedal upgrade, (and custom matching foot rest) dension ipod interface & parrot hands free kit (both fully hidden), av input, tv in motion switched thro' PF switch in blanking plug right of steering column, Audi 'quattro' sill covers, repositioned centre console switches, radio clock, .
Planned mods: auto-dimming rear view mirror, dash cam (as steamship's), fit the ski hatch, refit philips drl's (or maybe not - nope, definitely not - horrible botch!).

well , according to MJ it's because it is easier to distinguish between brakes and fogs ...she is usually correct !

just off to look for a third torx screw ...thanks jim ; just back from a stroll down the road to ABD....their website doesn't list a foglight bulb for a D2 , apparently there is more than one fitment so they suggest getting the old one out to check ....I bought a H3 55 watt which they will swop if wrong as the guy could tell from the outside

I don't doubt the logic in a practical sense, but only one of us has experience of working with/amending European Whole Vehicle Type Approval, UN-ECE Regs and UK Construction & Use legislation

For those that want the specifics.....

The Road Vehicles Lighting Regulations 1989

SCHEDULE 11

PART I
Requirements relating to obligatory rear fog lamps and to optional rear fog lamps to the extent specified in part ii

1. Number:

One
2. Position–

(a) Longitudinal:
At or near the rear of the vehicle
(b) Lateral–
(i)Where one rear fog lamp is fitted: On the centre-line or off side of the vehicle (disregarding any sidecar forming part of a motor bicycle combination)
(ii)Where two lamps are fitted: No requirement
(c) Vertical–
(i)Maximum height above the ground–
(A)Any vehicle not covered by sub-paragraph (B): 1000 mm
(B)An agricultural vehicle, engineering plant and a motor tractor: 2100 mm
(ii)Minimum height above the ground: 250 mm
(d) Minimum separation distance between a rear fog lamp and a stop lamp–
(i)In the case of a rear fog lamp which does not share a common lamp body with a stop lamp: A distance of 100 mm between the light-emitting surfaces of the lamps when viewed in a direction parallel to the longitudinal axis of the vehicle
(ii)In the case of a rear fog lamp which shares a common lamp body with a stop lamp: 100 mm
3. Angles of visibility–

(a) Horizontal:
25° inwards and outwards. However, where two rear fog lamps are fitted it shall suffice if throughout the sector so defined at least one lamp (but not necessarily the same lamp) is visible
(b) Vertical:
5° above and below the horizontal
4. Alignment:

To the rear
5. Markings:

An approval mark
6. Size of illuminated area:

No requirement
7. Colour:

Red
8. Wattage:

No requirement
9. Intensity:

No requirement
10. Electrical connections:

No rear fog lamp shall be fitted to any vehicle so that it can be illuminated by the application of any braking system on the vehicle
11. Tell-tale:

A circuit-closed tell-tale shall be fitted
12. Other requirements–

Where two rear fog lamps are fitted to a motor vehicle first used on or after 1st April 1986 or to a trailer manufactured on or after 1st October 1985 they shall form a matched pair.

Also:

PART II
Requirements relating to optional rear fog lamps

1. In the case of a motor vehicle first used before 1st April 1980 and any other vehicle manufactured before 1st October 1979, any number may be fitted and the only requirements prescribed by these Regulations in respect of any which are fitted are those specified in paragraphs 2(d), 7 and 10 of Part I.

2. In the case of a motor vehicle first used on or after 1st April 1980 and any other vehicle manufactured on or after 1st October 1979, not more than two may be fitted and the requirements prescribed by these Regulations in respect of any which are fitted are all those specified in this Schedule.

Note these requirements are UK based, and pretty old - for vehicle construction standards for ECWVTA any variance in wording trumps UK requirements (at least for now!)

Bonus points if you know of a UK retailed car with a central rear fog (I can think of two off the top of my head)

Pretty sure I've seen a central fog light on either a Mini or Fiat, not sure which or which exact model, but a modern model.

2003 D2 FL S8. Irish Green Pearl/Beige. Solar sunroof, auto-dim mirrors, electric rear seat functions, ski hatch retrofit; extended leather. Aftermarket DVB-T, reversing camera and full XCarlink (Bluetooth etc.).
2016 Volvo V40 T5 Cross Country (4WD) with ALL the toys including adaptive cruise etc. etc. Osmium Grey with Blonde/Charcoal leather interior. Polestar performance "optimisation". (A much rarer model than a D2 S8 by the way!) Oh, and a brand new engine at just under 30,000 miles on the factory one!
Finally: gone, but not forgotten.....
1998 D2 PF S8. AgateGrey/Platinum. Every option (I think) except electric rear seats, tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course. (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon, Auto-dim mirror, Leather, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!

I'm not sure when fog lights became mandatory, but the first (and last and so far ONLY) car I bought brand new didn't have them as standard, though I had them fitted before delivery.
