I can't speak for NSW, but I do know that in Victoria, if the model was fitted with an Airbag from factory (by that I mean that no versions of it were available without airbag), then it must have an airbag fitted (with no fault light) to pass a roadworthy.

Eg VR Commodore and EF Falcon had base models without airbags, and all other models either had the option or were fitted with airbags based on their trim packages. So potentially you could retrofit one of those models with a non-airbag wheel (provided it's got a padded centre as that is an ADR requirement of the time).

However, all versions of the A8 had airbags, so I don't think the fitment of a non-airbag wheel would be an option.
I think the best course of action is the one you're embarking on. Get a later model airbag or wheel and get the magical "tick"!

I believe that you are correct in all respects there Marty. My search for a component that will garner that 'magical tick' continues. I have had replies from Texas offering to ship parts no questions asked, but have so far declined, as I don't want to do the wrong thing by couriers, postal workers, or get myself into hot water over this!
