The insides of my D3 discs were exactly like that when I replaced them a few years ago, in fact almost 50% of the braking surface was corroded away.
I replaced them for cosmetic reasons but immediately realised how much braking performance I'd been lacking

So why do the insides of the discs wear so badly and the outside is fine?

My theory is that they trap moisture. While the car is stationary, the splash plates and suspension gubbins prevent air circulation so any condensation just hangs around on the surface, whereas the outside of the disc gets fresh air through the wheel spokes.

I had exactly the same thing with my other car (Freelander 2). Outsides were smooth and evenly worn across the complete face. At one MoT the garage showed me the inside faces which were similar to Jims and with the pad probably acting on less than 50% of the face with a corresponding decrease in braking efficiency.

I changed my rear discs today - they were just the same. Barely even worn, but rusted beyond recovery
