Default Fault code after replacing oil filter gasket

Evening all, finally got around to tackling this and it wasn't too bad. Intake manifold off, cleaned everything, replaced gaskets and everything put back together. On start up, it seemed ok (no warning lights) so turned it back off whilst I cleaned some other bits. On final start up, MIL was on and VCDS gave the following code:

001632 - Intake Manifold Tuning Valve Control Circuit (Bank 1)
P0660 - 004 - Elect. Malfunction

Is Bank 1 on the right hand side as you stand in front of the car?
I have checked all connectors and it's all plugged in. When the manifold was removed, I cleaned it carefully and didn't remove the motors or arms so as not to disturb the position. The flaps were removed around 3 years ago and never had an issue. Does this seem like a motor issue or an electrical one?

Bank 1 is on the right side as you sit in car

As a matter of interest was there much carbon in the valve ports ,i'm guessing you got the cleaned when you deleted the flaps ?

Yes there was and yes it was carbon cleaned when the flaps were done. On inspection now, there was some minor build up on the valves.

Am I right in thinking you shouldn't be able to move the motor arms by hand?
