Certainly simpler and worth trying. It should work as long as the fan control isn't closed-loop. My guess is it won't be but it might flag a fault if it is. Might be best to set the fan speed to 100% before disconnecting the fan, so that it's not trying to adjust it, then set the 555 to output a frequency that matches a 100% fan speed.
