It's clearly a bit of a project but I just don't get a good feeling from it. Needs body panels and glazing, a decent wheel refurb at least, and whoever stole it looks like they gave it a right thrashing!
and "NO TEST DRIVES SORRY". If you aren't allowed a test drive, I doubt he will let you plug a laptop in to scan the thing. Bloody idiot. Admittedly a large chunk, but for £4/5,000 more, you can get a lovely one which isn't sh@gged.

No ACC, Keyless or sunroof.
It seems to have rear blinds. Early car - 2008 - No 3G. Kerbed wheels. highish miles. No warranty, obviously. As a clean car, it'd be 22K max. Less with that poor spec. Then its stolen recovered, damaged and ragged. Clocks have been out - screws are missing. So its been partially stripped - Looking for tracker ? Glass broken, bonnet torn. Engine warning light is on too. Not a good sign. I reckon he'll be taking about 15K for it, someone will patch it up and look to move it on. Less than 15K and its maybe worth having. But it needs to drive spot on or walk away. Bear in mind common RS6 issues like the oil leak, DRC and PAS failures. It needs a full service history up to this point or its junk imo. Still not sure why the police felt the need to break into the engine bay. What else have they cut in there.

Given the damage to the wheels.. are they still straight? Is there suspension damage under there? Huge risk.. and then if it's stolen recovered, it's going to be on any HPI check, so takes a chunk off the value. 19k is probably not far off the value if it didn't need work done.
10k, it's worth a punt, 15k, I'd say too much of a risk ( but could still be a bargain ).

I went there about 17 years ago and they moved cars around cars they were selling with a forklift, even decent ones!
