The description is vague and it may be worth a call back to the test centre before getting any work done.
It's likely the rearmost bushing in the photo on the front, both driver and passenger sides from the refusal script.
When I ran a D3 from 60K miles to 200K+ miles, I had the front lower arms replaced twice, front drop links 3 times and the ARB once. The front upper arms and rear suspension were never touched. The car passed several NCT tests down here without issue.

Description is good enough for me. It's the bush on the suspension arms on both sides that is defective. There are 4 arm on each side -bottom, 2 top so the arm in question is the upper rear arm, not to be confused with rear suspension arms. it on the front supension and one of the top arms, just the one that is more towards the rear. It's not the whole arm that failed, just the bush and while you could replace just the bush usually the whole arm gets replaced due to labour costs and possibility that ball joint at the other end of arm might fail soon as well.

Agree with anairs, front upper rear. However I thought it was just the offside. Thought westside was some sort of gansta talk.

Damn autocorrect

These are the arms you need, from chassis 4E-4-012701 onwards:

Not sure which of the two versions you need as I'm not that familiar with the D3, but the PR codes are on the sticker in the boot or usually in the front inside cover of the service book.
