Default Inside the airbox? part?

Changed my air filter this evening, managed to get the old filter out and new replacement in (Jetex filter) couldn't help noticing a rather large audi part sitting at the bottom of the airbox, now i've changed many filters over the years in different cars, what an earth is that part hidden at the bottom of the airbox? be interesting to know any clues?

Yup definitely should not be cable tied!
Check the plastic mounts to see if they are broken.
