Boot tools - what is meant to fit here?

I noticed there's a big gap for a boomerang sized thing under the boot floor. Can't seem to find if anything is actually meant to be here or not...

Please can anyone say if this is a tool for the A8 D3?
Looks like an emergency winding tool for EPB or seat?
Maybe it is for my old Passat.
