Are all A8's of D3 model quattro or are some two wheel drive?

Yes, some are FWD, but the sales numbers in the UK are tiny.
Many of those are CVT.

Thanks saw one on Ebay the owner said wasn't quattro and I thought they all were.

The only non quattros are 3.0 Multitronic that I've seen, I think all the diesels are quattro.

V6 petrols - 2.8 and 3.0 were front wheel drive, everything else is quattro to the best of my knowledge

Yes, Audi went a bit Eco-nuts and made a silly little frugal version. Not 100% sure it came to the UK I must confess....
