Ah.. You need to uninstall the Winter 2.0 enhanced longevity pack first.

Then install the 'Tropical 1.3' weather pack, before 'Summer' can be used.

It just says "winter longevity pack cannot be un-installed until global warming 12.1 issues are resolved"
