That's different to the one I seen before.

Seen one where a guy used his old water tank in the loft.
Filled it full of ice and water, ran a microbore pipe work through the roof in to his room where the normal fan was.
coiled the pipe work around the fan and let gravity flow the ice cold water around the fan and out side.
With the fan on it pumped cold air around.
Seemed to work well but seems a bit inefficient and waste of water.

The one in that video seemed a better idea.
