Ainars, that won't happen. And the reason is simple.
It's the third-party risk that is expensive. Adding comprehensive cover costs them next to nothing in comparison.
I recall a conversation today about a diesel spill which resulted (due to porous road surfaces) a million-pound (or thereabouts) full dig-out and rebuilding/resurfacing of a section of motorway after a collision. That gets passed on to the insurers of the "guilty party" if they can be identified.
Your car costs sod-all in comparison to those type of risks, or the medical/support costs for someone sustaining long-term injuries in an accident.
This has changed, albeit slowly, over recent years/decades. My father worked for "The Pru" when they did car insurance (way back) and third-party was a lot cheaper because such issues didn't exist 50 or so years ago.

1998 D2 PF S8. Agate Grey/Platinum. Every option (I think) except electric rear seats, Tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course.  (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon. Added Auto-dim mirror, Leather seats, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!
