On the road they can only test deceleration, not brake balance. If it's out a lot tester would feel a car pulling to one side but that could also be down to suspension issues not just brake balance.

Ideally you would have 4 wheel brake tester like the 4 wheel dyno but that would also increase MOT test time strapping car down and increased costs. I am not even sure if anybody makes 4 wheel brake testers.
