Looks like a cupholder to me too - my A6 has the same thing in the spare switch holes.
My 99 FL 3.7q had an electric aerial.
Interesting that the 2.5TDI doesn't have a front mount intercooler like the A6 does though - presumably it makes do with one or two side-mounts like the A4, which offers interesting possibilities for RS8s
