Please don't do it without VCDS, you have to set the headlights into adjustment mode first.
Your problem could be simply due to the need of adaptation.

I assume you dont get any Adaptive Lighting Malfunction messages on the dash??

If nothing helps I can send you a spare Xenon Range module to see/test it and either eliminate faulty module or find the problem with it.

Inside the headlight you also have little electric motors, usually they either work or not, but you never know, it could be them, but to be honest I wouldn't be surprised if adaptation/headlight adjustment would sort it out.
