That cover normally has the windscreen wiper motor under it.  Thats the black cylindrical item with all the wires going to it. The windscreen washer pipes go close by it so at first glance may give the appearance of being connected (possibly why you thought it was a pump?) I must admit the electrical connections do look a bit of a afterthought for somewhere exposed to water - even when no repairs have been done!
