A 'mileage adjustment' service provider can get around the bars on dealers altering mileage beyond that limit.
These circumstances are the only ones I'd consider using such an outfit to alter the mileage, but as per Neil's suggestion I would prefer for the original cluster to be repaired. it's unlikely to be difficult/time consuming and they'll give you a warranty for the work.
