The S8 AVP engine code is definitely Euro 3.

Both Euro 3 and 4 were negotiated as a package, so the dates for Euro 4 introduction were known in 1998.

The VCA web site gives you this data for the 3.7, which confirms it is Euro 4 compliant AND states the relevant values for CO, HC and NOx all of which are under the limit values for Euro 4 (1g/km, 0.1g/km, 0.08g/km respectively)

The S8 is over the limit for HC (hydrocarbons) albeit not by that much (0.133)

Interestingly the timescales for introduction of new emissions standards are a LOT shorter now than they were then.....
