From past experience you have to read the budget statement line by line to see what's in there, and wouldn't assume that something mentioned in a previous one is a dead cert to go ahead.
The reason for the 2006 change was it was deemed unfair to apply a retrospective tax on those who were not aware when buying a car that the VED would double. That highest band therefore applies to vehicles registered after its introduction. If they were to undo that then it certainly wouldn't be popular as some really quite mundane cars fall into it (Galaxy 2.0 auto etc) plus I'm not sure the extra revenue would be worth the grief they'd get for it.

Before everyone panics take special note of the asterisk next to Band K
"*Band K includes cars that have a CO2 figure over 225g/km but were registered before 23 March 2006."
So there should be NO CHANGE for us!!
