My sensors are working fine and i have not had any problems. airbag ecu expects certain resistance range for occupied and for unoccupied, if the resistance is out of range it will throw airbag light. now if the sensor ids faulty you disconnect the sensor and put a resistor in it's place you can go for a resistance either for occupied or unoccupied, i would suggest to go for occupied. The sensor is there to prevent passenger airbags from going off if there is nobody in passenger seat to reduce cost of repair after accident. but since cars are old and low value by now most accidents that causes airbags to go off will not be economical to repair anyway so i suggest you set resistor to show it occupied and passenger airbag to go off in accident even if there is nobody in there.
I do not know values for occupied or unoccupied but you can experiment yourself with variable resistor if you have vagcom, vcds or similar
