I'd suggest that 70mph statutory speed limit applies
The 'TallyVan' have got to get their revenue from somewhere
I say this also because, for the purposes of section 5 & 6 of the Road Traffic Act, a car park is deemed a public place (& a road) if you've indulged in 'one too many', as an example....
