You can already get the mileage history for a car for no fee at all direct from the DVLA. You just put in either the V5C reference number, or the reference number from the current MOT. You then get all the passes / fails and mileages going back to the start of the electronic MOT. This new system will make it harder to hide, but won't stop it.
You can still clock cars between MOTs as long as you don't go stupid and go back beyond the previous one nobody will bat an eyelid.
Nothing stopping you clocking a car at less than 3 years old when its worth the most before any MOT has taken place at all.
