Well fuel delivery unit definitely has been replaced before, there was a (stock) number painted on it, there was also unusual level of corrosion on pump terminals and filter mesh. So I would say that it has been in storage for a long time or in unsuitable environment which caused corrosion. My best guess would be that pump inside was corroded as well which caused it to work sometimes and not others and also introduced extra resistance and caused it to draw extra current blowing fuse. When I got to it it was open circuit, probably burned motor coil because of extra current flowing through it.

As far as taxing goes you can go to local DVLA office and tax it straight away as long as you have insurance and MOT. You will need to apply for new logbook at the same time and if you have not got green slip from old logbook it will cost you £21 extra. V5 or taxing is not a proof of ownership. V5 is for registered keeper, it does not prove ownership, if anybody is happy to take responsibility and pay tax DVLA does not have anything against it.
