I go to france about 4 times a year, general concensus is that they still do not chase up foreign drivers even though rumours often circulate that they have started. i was flashed twice on my last trip and havent received any penaltys.

but to counteract this they run more patrols in certain places specially on the run in to ports like calais specifically to catch foreign drivers as its quite well known that the law doesnt pursue i have seen some really fast brits tearing down the last stretch.

If you get caught by the patrols, the fine will be on the spot, and keep in mind that they have no rules about being visible, they are quite often hidden in bushes or behind trees with cars out of site.
