Couple of things:

1. That is Sloane Street, a major shopping street with plenty of pedestrians, would not be at all surprised if limit here is in fact 20 mph.

2. Either way, the speed limit is not the minimum speed, we should always drive according to conditions and surroundings, and the Lambo was evidently going to fast, whether that's 20mph or 50mph, given that he could not stop in time to avoid this collision. Look at the number of side junctions that a car or bicycle might pull out of, the number of parked cars at side of road that a young child might have emerged from.

With experience, we all start to drive more defensively, anticipating what might happen, in my opinion the Lambo driver was not doing this. Sure, the Mazda pulling out is a numpty, but a collision would have been avoided had the Lambo driver been driving to the conditions and circumstances.

EDIT the exhaust/induction volume clearly suggests the loud pedal was depressed
