OK, this could get boring but.....
A naturally aspirated engine has different requirements throughout the rev range to achieve it's best. At low RPM the manifold flaps make the entering air travel around the whole snail-shape within. This a long, smooth tract into the engine. This causes the air speed to increase and which improves the air speed and swirl within the cylinder. This is increasing the efficiency of the burn and so improving torque. However, as the engine speed risesthe need for air changes as the engine's speed ensures a good swirl and fast input of air, at this point, a long, winding inlet tract restricts the amount of air allowed into the engine. Thats when the flaps open in turn, one at around 3000rpm that about halves the length of the inet tract, then the second at about 4800 rpm, this give the shortest possible path into the cylinders and so allows a greather amount of air in for high top end power.
The actuators are just opening and closing 2 big flaps inside as required. For best results you want the system working correctly.
