Make sure the flaps themselves are not stuck before replacing the broken plastic parts. You should be able to move the plastic arms by hand against the spring pressure, and they should return smoothly as well. Mine are stuck fast, so replacing the plastic arms will make no difference and could make things a whole lot worse.
