I've just had a bit of inspiration on this one. 
There really isn't much room down there, and access is tricky without major dismantling which this doesn't justify.
From nowhere a thought entered my brain - magnetic reed switches, typically used on door alarms!
These are sealed passive devices, triggered by a magnet moving close to (or away from) the sensor and available in NC or NO varieties.
They can also be quite small; I have some in my house that are about an inch long and a few mm wide.
It should be easy to fit one onto the pad under the handbrake and stick a suitable magnet onto the handbrake lever. The circuit needs to be open when the handle is down and closed when the lever is pulled up, so an NC type is needed.

e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course.  (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon. Added Auto-dim mirror, Leather seats, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!
