First one is an obscene insult (read it out loud only if you're alone). It means "to copulate" and then "you".
PROVA plates are on every Italian car the manufacturer is testing. It means "to test" or "Testing". They are officially issued and the Italian police supposedly look the other way because they know it's a professional driver road testing a new car. I always read car magazines and saw them in the photos from the stories where they sent a photographer to the factory.
Tschuss is a casual greeting in German akin to "Ciao" in Italian; it means hi and/or bye. Pronounced "Chuss" and I've heard my German wife say "Tschussy", too. I think it's mostly a "goodbye for now".
