The rubber seal around the glass has failed, and the fluid inside has started to leak out. The dimming works by passing a current through the liquid to alter its properties. Be very careful as the chemical can damage paint, mine stayed at a simillar level for several months and then all of a sudden started leaking loads onto the mirror cover paint.
