It is definitely down to cold, memory in the Motorola microcontroller chip can handle about 10k write cycles, so it wears off with the time and cannot be written again. It is still writable in the warmer conditions, with the time you will need hotter and hotter conditions for it to write correctly until it will not be writable at all. The chips are available from far east fairly cheaply, I researched this couple of years ago I think they were less than $10 per piece if you bought at least 10. I believe however is that they need to be programmed with the firmware before you put it the radio as they agre general purpose microcontrollers ussed in many aplications so you will need appropriate writer and the firmware(read it from the old chip or download). You can also get them as Blaupunkt part number which I believe come ready programmed but a lot more expensive, about £60 or you can get radi repaired for about £100-120.

Edit

I just opted to set the default volume at acceptable level and only rarely use volume knob when I know it is warm and should be OK.
