Is the cabin temp sensor thingy full of fluff? That might convince it not to blow out of cabin vents? Quite why off and on would make it start is beyond me.

Ford Capri Laser: noisy, slow, thirsty, bouncy, no buttons but it always sounds like it’s REALLY trying and I can’t help but chuckle when it parps and boings along.
