I think yours is May 98 so Ive taken a look and the control modules should be in the same place on yours as the one shown on the FL that I posted. Are you sure youve looked everywhere in that area? A call to Dave at A8 parts will probably confirm exactly where it is normally

Mirror folding control module
It actually lives on the driver side of the car in the UK....maybe different in the US versions. It live behind the trim next to the central pillar at the bottom.
