Depends on the tread depth - if they're at 2-3mm then they won't be but over 3mm they might.

I threw away some 20" tyres recently as there was no interest - I suspect the bigger the wheel the higher the threshold for considering part worns in terms of tread depth and wear pattern, unless really running on a shoestring or tracking a car regularly
