Many of the insurance companies will quote a 15 year old vehicle as a classic

Excuse my ignorance, will it mean insurance goes up or down for 15+ years old car?

Neither.
It means you have options not available for "normal" cars such as agreed low mileage etc. much more appropriate for cherished vehicles. This "can" result in lower premiums if you are able to comply.

The other advantage is a classic policy is that the insurer is more likely to go along with an agreed valuation, rather than pure market value. Which is important as the car could to be "written off" as uneconomic to repair in the event of an accident by a "normal" policy. I have my Fiat Coupe on a classic policy (as it's a '97 car), and it's insured on an agreed valuation, not market value, basis.

You need to have a 'daily' car in your fleet to qualify for a classic policy and as said insure it on a limited mileage per annum. There is also no NCB on classic policies so you will get a much cheaper quote. I recently had a quote for a 1996 XJ6 4.0 litre which came in at £123.00 for 3000 miles

Should do next year, there are some insurance companies who offer a 12 year old car on classic policies, but the premium is a bit higher. I was offered a 2000 registered XJR worth £5k for £255 on 3000 miles per annum

Try Footman James - as noted above, they're one of those classics insurers that will quote you if the car is <15 years old: I think they started insuring my coupe when it was 10 years old...
