There is a tensioner by said pulley I think honey-slacken it off and hey presto you should be able to get the belt back on hun. (it's not easy to get to I don't think-a wee bit fiddly)

That's the actuator for the vacuum system for the intake manifold thingy... You'll without it, but get mince MPG and performance.

Easy to replace.
