FL1 is the first facelift for 1999 and 2000 model years. That had the two-piece foglight grilles, and Bosch ME7.1 engine management. S8 engine code is AQH.
FL2 is 2001 and 2002 model years (and the few 2003 registrations). That had one-piece foglight grilles and Bosch ME7.1.1 engine management. S8 engine code is AVP. The change from ME7.1 to ME7.1.1 is what makes the 2001 and 2002 cars Euro 4.
