Default Drilling Into The Boot

I love it when people drill holes into the bodywork to fit something back cause they can't be bothered or don't have the proper bolts needed to secure something back correctly.

Taking my number plate lights out to replace the bulbs (They broke, new ones on order) and noticed two big philips screws looking at me.

Assumed (slightly hoping) there was a 2nd set of bolts to secure the number plate holder on but now. They drilled a hole.

While there, I stripped it all down and cleaned it.

Refitted with some proper bolts from the A4.

Why do people do this?
Surely its more work getting a drill, drilling the boot, finding some screws and screwing them in than getting some 10mm bolts?
