Well I have to say when I first came to UK some 7-8 years ago I was very surprised to see people washing cars on streets. In Latvia where I come from it has been forbidden as long as I can remember. It's OK to wash your own car on your private property if waste waters are not entering public drain system and it's not too close to any lakes, rivers or other water reservoirs but not on public street or other public place. And obviously no commercial pop-up washing car wash businesses. Car washes in Latvia have very strict rules about waste water cleaning and recycling before it can enter public drain. Basically they need to clean and recycle their own water and whatever goes down the drain has to contain virtually no oil products and limited concentration of other chemicals.

While I can see the frustration from many car owners I have to say that I do see a point in this and it's just a matter of time before it get's enforced.
